Prof. Bichard advised the Council on how to predict outcomes of a number of training and skills programmes associated with its Communities First Framework. The Council wanted to explore how it could apply the concept of the Results Based Accountability process to Social Return on Investment. High level proxies and a process of attribution were used to decide how much value would be created. There was an emphasis on value for money in a climate of shrinking resources, and an interest in predictions that identified hitherto invisible benefits that would accrue from the planned programmes. The advice included a workshop with Elected Members and officers in an effort to produce a theory of change for the programmes.
